Kim hypothesizes that a higher authority may have coerced the Bureau, as most agents would never voluntarily participate in such an atrocity. Haegeum suggests that the ritual must have been performed by specialized personnel under deception or taboo. Fearing that discussing the matter explicitly might trigger a taboo, they test the container by stepping outside; they are not immediately caught, but they agree to avoid using proper nouns like 'Sekwang Metropolitan City' and 'Human Sacrifice' in reality. Haegeum decides to personally investigate the disaster, recruiting Jin Nasol and Kang Yihak to join the project. Afterward, Kim visits Ho Yuwon at the Fox Counseling Room.
