Undertaker intervenes to introduce himself as the vice-principal of Freiheit Academy, aiming to recruit Lee Ha-yul. He learns from her housekeeper marionette that Lee Ha-yul suffers from a vocal cord disability, rendering her voiceless; the marionette speaks mechanically on her behalf. Lee Ha-yul confirms her identity as the 'Puppeteer' and explains she found the location by following Jung Sang-guk. She demonstrates her ability to infuse strings with auras, a skill she refined after refusing recruitment by the Japanese Magical Girls. When asked why she is killing Jung Sang-guk, Lee Ha-yul claims he betrayed her mother, So-yoon, by neglecting her during illness and forcing a move to Japan out of fear of discovery. Jung Sang-guk regains his tongue briefly to deny the accusations, claiming he moved them to save them from the Ten Legs and that he despises the Second Provisional Government he was forced to lead. He argues that as a politician, he was merely a puppet of state power, mimicking humanity. Undertaker observes that Lee Ha-yul, shaped by watching her father’s hollow performative nature, has become a literal puppet master. Despite Jung Sang-guk’s protests of survival and paternal intent, Lee Ha-yul severs control of his vocal cords and throat, effectively killing him. His final, cut-off utterance is a fragmented denial—'Lies. Everything. All of it.'—leaving Undertaker to ponder the legacy of a man who was a puppet of the state, now dead at the hands of his puppet daughter.
