The regressor, Kim Jun-ho, summons Zetter to question him about Dok Su-hee's actions on Floor 26, which Zetter deflects with careful lies. Later, an emotionally exhausted Zetter visits Jun-ho, confessing his loss of faith in his own leadership and asking for reassurance. Meanwhile, in an underground Chinese warehouse, the US President and global leaders prepare massive sacrifices of wealth and eventually criminals to force the Book of Truth to reveal how to strengthen the regressor. Despite escalating the offerings to include all serious offenders and state-determined citizens, the Book initially remains silent until the leaders' desperate, blind faith in the regressor's power finally prompts a response: the regressor grows stronger the more people depend on him. Seizing this revelation, the President orders the creation and dissemination of a video to publicly cultivate that dependence.
